In a formal response to Treasury Select Committee's criticism of the deal, the Treasury said there had been 'clear failings' in Sir Nicholas's handling of the deal.

The Revenue chairman will be hauled in front of the committee again next month to explain why he wrongly claimed that EU laws would prevent him from excluding Bermuda-based, Mapeley Steps, from the bidding process.

'Someone needs to take responsibility for this monumentally embarrassing saga and there is a case for change at the top of the Revenue,' Liberal Democrat MP, told The Times.
